weapons needed to make a competitive mesmer in GVG
I wanted to make a PVP rdy mesmer to broaden my horizens in GVG but I dont know what kind of weapons I can find that wont cost me a fortune to be able to play a domination and illusion centered build.

Just get collector 20/20 weapons. As a Mesmer the time you cast something shouldn't matter as you don't need to spike. 20/20 ones and perhaps +15 -1 sets should do.
